Abstract
The increasing transformation of the international political economy and the gradual emergence of a multipolar order have intensified efforts by emerging powers to reduce dependence on the petrodollar. Despite their common interest in de-dollarization, existing studies often overlook the diversity of their strategies and treat emerging powers as a homogeneous group. This study examines how the international orientation of China, Russia, India, and Iran shapes their energy diplomacy strategies for reducing reliance on the U.S. dollar. The study hypothesizes that difference in emerging powers' orientation toward the contemporary international order lead to distinct energy diplomacy strategies and varying approaches to reducing petrodollar dependence. To test this hypothesis, a qualitative comparative case study was conducted using documentary analysis of official reports, policy documents, academic literature, and international energy and financial data. The findings reveal that each country adopts a distinct strategy. China promotes RMB internationalization through energy trade and alternative financial institutions; Russia employs sanctions-driven monetary statecraft by expanding local-currency settlements; India follows a pragmatic approach focused on energy security and gradual payment diversification; and Iran relies on adaptive energy diplomacy based on local-currency transactions and sanctions-resilient mechanisms. These differences indicate that energy diplomacy is closely linked to each country's geopolitical and geo-economic priorities. The study concludes that emerging powers should not be viewed as a homogeneous category. Rather, their approaches to reducing dependence on the petrodollar reflect different strategic orientations toward the international order, making de-dollarization a gradual and differentiated process rather than a coordinated effort to replace the existing global monetary system
