Institutionalized City Diplomacy: Dual Brokerage of Urban Civil Society Organizations in Global Governance (Case Study: United Cities and Local Governments - UCLG)

Abstract
As liberal globalization declines and transnational challenges increase, the limitations of state-centric governance have become apparent, positioning city diplomacy as a vital strategic arena for local governments. For nations like Iran, which are strengthening their public diplomacy infrastructure, institutionalized engagement with city-based international organizations offers a complementary pathway to advance national and local interests while contributing to global policy processes. This article examines the United Cities and Local Governments (UCLG), the world's largest municipal network, to understand its mechanisms and explore how Iranian cities can effectively leverage this platform for public diplomacy, knowledge acquisition, and influence on global urban policy.
Employing a qualitative case study and thematic analysis of 27 official UCLG documents (2015–2024), the study finds that UCLG operates as a "dual broker." It uses bottom-up mechanisms, networking, lobbying, and knowledge production, to shape intergovernmental agendas, and top-down strategies, localization, interpretation, and capacity-building, to facilitate local implementation of global frameworks. These two dimensions function in a mutually reinforcing feedback loop, sustaining the organization's legitimacy and effectiveness.
Realizing the full potential of such organizations requires Iranian policymakers, municipal officials, and public diplomacy authorities to systematically address prerequisites for purposeful engagement. Key among these is the decentralization of city diplomacy authority to municipalities, coupled with streamlined processes, while maintaining national coordination and strategic guidance. Specific recommendations include establishing a national coordination mechanism, developing specialized international affairs units in major municipalities, and shifting from symbolic to substantive participation in UCLG and its regional sections. This study contributes to the literature on city diplomacy and multi-level governance by demonstrating how institutionalized urban networks can complement conventional foreign policy, offering practical pathways for developing nations to expand global engagement while safeguarding their distinctive local values and interests.

چکیده
با افول جهان‌گرایی لیبرال و تشدید چالش‌های فراملی، محدودیت‌های حکمرانی دولت‌محور آشکارتر شده و دیپلماسی شهری را به عرصه‌ای راهبردی و حیاتی برای دولت‌های محلی تبدیل کرده است. برای کشورهایی مانند ایران که در حال تقویت زیرساخت‌های دیپلماسی عمومی خود هستند، تعامل نهادینه با سازمان‌های بین‌المللی شهرمحور، مسیری مکمل برای پیشبرد منافع ملی و محلی و نیز مشارکت در فرایندهای سیاست‌گذاری جهانی فراهم می‌آورد. این مقاله با بررسی سازمان «شهرها و دولت‌های محلی متحد» (UCLG) به‌عنوان بزرگ‌ترین شبکه شهرداری‌های جهان، در پی شناخت سازوکارهای آن و چگونگی بهره‌گیری مؤثر شهرهای ایران از این بستر برای دیپلماسی عمومی، کسب دانش تخصصی و تأثیرگذاری بر سیاست‌های شهری جهانی است.
این پژوهش با استفاده از روش مطالعه موردی کیفی و تحلیل مضمونی ۲۷ سند رسمی UCLG (2024-2015)، نشان می‌دهد که این سازمان به‌مثابه «کارگزار دوگانه انتقالی» عمل می‌کند؛ از یک سو با سازوکارهای پایین‌به‌بالا (شبکه‌سازی، رایزنی و تولید دانش) دستورکارهای بین‌دولتی را شکل می‌دهد و از سوی دیگر با راهبردهای بالا‌به‌پایین (بومی‌سازی، تفسیر و توانمندسازی) پیاده‌سازی چارچوب‌های جهانی را در سطح محلی تسهیل می‌نماید. این دو بُعد در یک حلقه بازخوردی متقابلاً تقویت‌کننده عمل کرده و مشروعیت و کارایی سازمان را حفظ می‌کنند.
تحقق ظرفیت کامل این گونه سازمان‌ها مستلزم آن است که سیاست‌گذاران، مسئولان شهرداری‌ها و متولیان دیپلماسی عمومی ایران به‌گونه‌ای نظام‌مند پیش‌نیازهای تعامل هدفمند، بهینه و فعال را فراهم آورند. مهم‌ترین پیش‌نیاز، واگذاری اختیار دیپلماسی شهری به خود شهرداری‌ها و هم‌زمان ساده‌سازی فرایندهای اجرایی، همراه با حفظ هماهنگی ملی و هدایت راهبردی از سوی نهاد دیپلماسی عمومی کشور است. توصیه‌های مشخص عبارتند از: ایجاد سازوکار ملی هماهنگی دیپلماسی شهری، راه‌اندازی واحدهای تخصصی امور بین‌الملل در شهرداری‌های کلان‌شهرها، و تغییر رویکرد از مشارکت نمادین به مشارکت ماهوی در UCLG و بخش‌های منطقه‌ای آن. این پژوهش با نشان دادن اینکه شبکه‌های نهادینه شهری چگونه می‌توانند مکمل سیاست خارجی متعارف باشند، به ادبیات دیپلماسی شهری و حکمرانی چندسطحی کمک کرده و مسیرهایی عملی برای کشورهای در حال توسعه فراهم می‌آورد تا ضمن گسترش تعاملات جهانی، از ارزش‌ها و منافع محلی متمایز خود صیانت کنند.
