Comparative Foreign Policies of China, Russia, and the United States in the Middle East: Three Competing Architectures of Power in a Transitional Order

Abstract
This study comparatively examines the foreign policies of China, Russia, and the United States in the Middle East to conceptualize three competing architectures of power within the evolving international order. Adopting an interpretivist paradigm, it employs a qualitative design based on systematic documentary analysis. Data were drawn from peer-reviewed academic literature, leading international think tank reports, and official foreign policy documents, and analyzed using Braun and Clarke’s thematic analysis through open, axial, and selective coding.

The findings reveal that all three powers have moved beyond conventional geopolitical paradigms toward new forms of the securitization of economics and the economization of security. China advances a model of securitized geoeconomics and crisis-oriented diplomacy, using infrastructure investment, connectivity corridors, and technological diplomacy to foster asymmetric interdependence and long-term strategic influence. Russia pursues crisis-driven geopolitics and the remilitarization of power, relying on military intervention, energy leverage, and coercive crisis management to transform regional instability into geopolitical capital. The United States sustains its influence through multidomain networked hegemony by combining financial sanctions, flexible alliances, technological governance, and institutional leadership.

Despite their differing policy instruments, all three powers converge on a shared strategic logic: transforming crises into enduring sources of power through the integration of economics, security, and technology. Their principal divergence lies in their architectures of power—China emphasizes infrastructural connectivity, Russia military–energy coercion, and the United States institutional–technological network-building. The study introduces the concept of a crisis-centered network order, arguing that the Middle East has become the principal arena where these interconnected models of power compete and where the traditional boundaries between economics, security, and technology are increasingly dissolving.

این پژوهش به تحلیل تطبیقی سیاست‌های خارجی چین، روسیه و ایالات متحده در خاورمیانه با هدف مفهوم‌سازی سه معماری رقیب قدرت در چارچوب نظم بین‌المللی در حال گذار می‌پردازد. پژوهش با رویکرد تفسیری و روش کیفی مبتنی بر تحلیل نظام‌مند اسناد انجام شده است. داده‌ها از طریق مرور مقالات علمی داوری‌شده، گزارش‌های اندیشکده‌های معتبر بین‌المللی و اسناد رسمی سیاست خارجی سه کشور گردآوری و با استفاده از روش تحلیل مضمون براساس چارچوب براون و کلارک و از طریق کدگذاری باز، محوری و گزینشی تحلیل شدند.

یافته‌ها نشان می‌دهد که سیاست خارجی هر سه قدرت از الگوهای سنتی ژئوپلیتیکی فراتر رفته و به سوی امنیتی‌سازی اقتصاد و اقتصادی‌سازی امنیت تحول یافته است. چین با تکیه بر ژئواکونومی امنیتی‌شده، سرمایه‌گذاری در زیرساخت‌ها، توسعه کریدورهای ارتباطی و دیپلماسی فناورانه، وابستگی متقابل نامتقارن و نفوذ راهبردی تدریجی ایجاد می‌کند. روسیه از طریق ژئوپلیتیک بحران‌محور، قدرت نظامی، اهرم انرژی و مدیریت تهاجمی بحران‌ها، بی‌ثباتی را به سرمایه ژئوپلیتیکی تبدیل می‌کند. ایالات متحده نیز با بهره‌گیری از هژمونی شبکه‌ای چندحوزه‌ای، تحریم‌های مالی، ائتلاف‌های انعطاف‌پذیر و حکمرانی فناورانه، کنترل ساختاری خود را در مقیاس جهانی بازتولید می‌کند.

تحلیل تطبیقی نشان می‌دهد که با وجود تفاوت در ابزارها و شیوه‌های مداخله، هر سه قدرت بر یک منطق راهبردی مشترک استوارند: تبدیل بحران به منبع قدرت از طریق ادغام ساختاری اقتصاد، امنیت و فناوری. بااین‌حال، تفاوت اصلی آن‌ها در معماری قدرت است؛ چین بر اتصال زیرساختی، روسیه بر اجبار نظامی ـ انرژی‌محور و ایالات متحده بر شبکه‌سازی نهادی ـ فناورانه تکیه دارد. این پژوهش با ارائه مفهوم «نظم شبکه‌ای بحران‌محور» استدلال می‌کند که خاورمیانه به مهم‌ترین عرصه رقابت این سه الگوی قدرت تبدیل شده و در این نظم نوظهور، مرزهای سنتی میان اقتصاد، امنیت و فناوری به‌طور فزاینده‌ای در حال ادغام و فروریختن است.
