Iran-US Relations Under Trump: Iranian Perspective

Abstract
The escalation of tensions between Iran and the United States stems largely from Iran's insistence on continuing uranium enrichment under strict IAEA monitoring, alongside the Trump administration's pursuit of a long-term agreement with Tehran. This study examines plausible scenarios for Iran–U.S. relations from the perspective of Iranian academic elites. Given the exploratory nature of the research, a qualitative approach based on thematic analysis was employed. Data were collected through semi-structured interviews with 25 Iranian academic elites. The findings identified four main scenarios: (1) escalation of tensions, identified by eight respondents (32%) as the most likely scenario with a probability of 70–80%; (2) "neither war nor peace," selected by seven respondents (28%); (3) a limited agreement, favored by six respondents (24%); and (4) peace and the full lifting of sanctions, identified by four respondents (16%). All scenarios were assigned a relative probability of 70–80% by their supporters. Among these, a limited agreement has long been considered an important objective for Iran because it carries relatively lower costs for both sides and could enable the United States to pursue its goals without military confrontation. However, the major obstacle remains U.S. opposition to Iran maintaining nuclear capabilities, driven by concerns over a possible shift toward nuclear deterrence and regional power rebalancing. Following the Twelve-Day War, the United States intensified efforts to resolve the enrichment issue and related disputes with Iran; therefore, until these issues are settled, the likelihood of escalating tensions remains high.

Abstract Persian

تشدید تنش بین ایران و امریکا به خاطر این است که ایران اصرار دارد، غنی‌سازی را در خاک خود ادامه دهد و نظارت سفت‌وسخت آژانس را نیز بپذیرد. دولت ترامپ نیز به دنبال توافق بلندمدت با ایران است. هدف پژوهش حاضر بررسی سناریوهای محتمل در روابط ایران و امریکا بر اساس دیدگاه نخبگان دانشگاه‌های ایران است. با توجه به ماهیت اکتشافی پژوهش حاضر، رویکرد کیفی و روش تحلیل تماتیک اختیار شده است.میدان مطالعه نخبگان دانشگاه‌های ایران است که طی آن با 25 نفر از آن‌ها مصاحبه نیمه ساختاریافته به عمل آمد. برمبنای یافته‌های این پژوهش چهار سناریو مشخص شد: 1-سناریو تشدید تنش8 نفر از 25 نفر یعنی 32% مصاحبه شوندگان با احتمال نسبی تحقق 70 تا 80 درصد آن را سناریو ارجح دانستند؛ 2- سناریو نه جنگ و نه صلح 7 نفر از 25 نفر یعنی 28% مصاحبه شوندگان با احتمال نسبی تحقق 70 تا 80 درصد آن را سناریو ارجح دانستند،؛3-سناریو توافق محدود، 6نفر از 25 نفر یعنی 24% مصاحبه شوندگان با احتمال نسبی تحقق 70 تا 80 درصد آن را سناریو ارجح دانستند و 4-سناریو صلح و رفع همه تحریم‌ها 4 نفر از 25 نفر یعنی 16% مصاحبه شوندگان با احتمال نسبی تحقق 70 تا 80 درصد آن را سناریو ارجح دانستند. توافق محدود در مورد مسئله هسته‌ای(سناریو سوم) همواره مدنظر ایران بوده است. در شرایط فعلی سناریو سوم برای دو طرف کم‌هزینه است و می‌تواند اهداف امریکا را نیز بدون توسل به‌زور تأمین نماید؛ اما مشکل اصلی در حال حاضر این است که امریکا تمایل ندارند ایران ظرفیت هسته‌ای داشته باشد ؛چون نگران است در آینده به‌سوی بازدارندگی هسته‌ای پیش برود و موازنه قدرت را در منطقه به نفع خود تغییر دهد. بعد از جنگ 12 روزه، امریکا به دنبال تعیین تکلیف مسئله غنی‌سازی در ایران است و تا این مسئله بین ایران و امریکا حل‌وفصل نشود، احتمال تشدید تنش، یعنی سناریو اول خیلی زیاد ارزیابی می شود.
