Abstract
The hydropolitical hegemony of Turkey in transboundary water management, particularly through policies and tools such as dam construction, water diversion projects, and large-scale agricultural irrigation development, has had significant consequences for the environmental stability and security of the Islamic Republic of Iran as a downstream country. This research examines the direct and indirect environmental impacts of Turkey's hydropolitical strategies on Iran's ecological systems, as well as the broader security implications arising from this hegemony. The main research question is to what extent Turkey's water management policies affect Iran's environmental security, and how these impacts can influence regional stability. The research hypothesis is based on the premise that Turkey's control over transboundary water resources limits Iran's access to water, leading to consequences such as the degradation of wetlands and ecosystems, reduction of biodiversity, decline in water quality, exacerbation of desertification, and decrease in agricultural productivity, thereby contributing to Iran's social, economic, and political instability. This qualitative study employs a descriptive-explanatory research method and utilizes internet resources, scientific articles, and relevant books to analyze the hidden dimensions of Turkey's hydropolitical hegemony and its effects. The analytical framework of the research is based on theoretical approaches of regional environmental security and hydropolitics.

رویه‌های مدیریت آب فرامرزی ترکیه - به‌ویژه رویکردهای هیدروپلیتیکی آن مانند ساخت سد، پروژه‌های انحراف آب و آبیاری کشاورزی در مقیاس بزرگ - پیامدهای قابل‌توجهی برای ثبات محیط‌زیستی و امنیت همسایه آن، ایران، دارد. این پژوهش تأثیرات مستقیم و غیرمستقیم محیط‌زیستی راهبردهای هیدروپلیتیکی ترکیه بر زیست‌بوم‌های ایران و همچنین دلالت‌های گسترده‌تر امنیتی آن را بررسی می‌کند. این مطالعه با پرسش پژوهشی زیر هدایت می‌شود: سیاست‌های مدیریت آب ترکیه تا چه حد بر امنیت محیط‌زیستی ایران تأثیر می‌گذارد و این اثرات چگونه ممکن است بر ثبات منطقه‌ای تأثیر بگذارد؟ فرضیه پژوهش بیان می‌کند که کنترل ترکیه بر منابع آب، دسترسی ایران به آب را کاهش داده، بر تالاب‌ها و اکوسیستم‌های آن تأثیر منفی گذاشته، منجر به از دست دادن تنوع زیستی و تخریب کیفیت آب، افزایش بیابان‌زایی و کاهش بهره‌وری کشاورزی شده است - که همه اینها به نوبه خود، بی‌ثباتی اجتماعی، اقتصادی و سیاسی ایران را تشدید می‌کند. این مطالعه کیفی از روش پژوهش توصیفی-تبیینی بهره می‌برد و با استفاده از منابع اینترنتی، مقالات و کتاب‌های مرتبط با موضوع پژوهش، ابعاد پنهان مسئله را آشکار می‌سازد. چارچوب تحلیل با دیدگاه‌های نظری امنیت محیط‌زیست و هیدروپلیتیک، به‌ویژه نظریه نهادی و نظریه امنیت محیط‌زیستی، شکل گرفته است.
