The (Changing) Roots and Aims of Iranian Neighbourhood Policy

Abstract
This article examines the evolution of Iran’s foreign policy in response to both regional and global shifts. It explores how Iranian Neighbourhood Policy, initially focused on countering the perceived threat from the Arab-Israeli axis and preventing the realization of the “Deal of the Century” plan, has been impacted by recent geopolitical developments. These include the 2023 Israel-Hamas War, the normalization talks between Israel and Saudi Arabia, and broader shifts towards a multipolar world order. The article argues that while Iran's policy aimed to economically integrate with neighboring countries, including Saudi Arabia, to counterbalance growing Israeli influence, the recent war has altered the regional dynamics. Khataei suggests that the roots of Iranian Neighbourhood Policy might need to shift from a focus on insecurity and anti-Israeli cooperation towards a broader civilizational approach, seeking regional hegemony through cultural and economic influence. Furthermore, the article highlights the role of external factors, such as Iran’s integration into Asian economies, particularly with Russia and China, as vital to the future of its foreign policy strategy. The article calls for a reassessment of Iranian goals in light of these developments, emphasizing the importance of adapting to the new geopolitical landscape.

نویسنده این مقاله، به بررسی تحول سیاست خارجی ایران در پاسخ به تغییرات منطقه‌ای و جهانی می‌پردازد. این مقاله توضیح می‌دهد که چگونه سیاست همسایگی ایران، که در ابتدا بر مقابله با تهدیدهای ناشی از محور عربی-اسرائیلی و جلوگیری از تحقق «طرح معامله قرن» متمرکز بود، تحت تأثیر تحولات ژئوپلیتیکی اخیر قرار گرفته است. این تحولات شامل جنگ حماس و اسرائیل در سال ۲۰۲۳، مذاکرات عادی‌سازی روابط بین اسرائیل و عربستان سعودی، و تغییرات وسیع‌تر به سمت یک نظام چندقطبی جهانی هستند. مقاله استدلال می‌کند که در حالی که سیاست ایران به دنبال ادغام اقتصادی با کشورهای همسایه، از جمله عربستان سعودی، برای مقابله با نفوذ فزاینده اسرائیل بود، جنگ اخیر پویایی‌های منطقه‌ای را تغییر داده است. خطایی پیشنهاد می‌دهد که ممکن است ریشه‌های سیاست همسایگی ایران نیاز به تغییر داشته باشند؛ از تمرکز بر ناامنی و همکاری ضد اسرائیلی به سمت یک رویکرد تمدنی گسترده‌تر، با هدف هژمونی منطقه‌ای از طریق نفوذ فرهنگی و اقتصادی. علاوه بر این، مقاله بر نقش عوامل خارجی مانند ادغام ایران در اقتصادهای آسیایی، به ویژه با روسیه و چین، به عنوان عوامل حیاتی در آینده استراتژی سیاست خارجی ایران تأکید می‌کند. این مقاله خواستار بازنگری اهداف ایران با توجه به این تحولات است و بر اهمیت تطبیق با چشم‌انداز جدید ژئوپلیتیکی تأکید دارد.
