Abstract
Sino-US Relations in the Persian Gulf during Obama’s Administration

Abstract:
The Persian Gulf is one of the most important regions of the world that has been vital for the great powers since long time ago, not only for its energy resources but also its strategic location. After the British withdrawal from the region in 1971, the United States filled the vacuum and tried to preserve the status quo during the cold war. Since 1980s China was also attracted by the huge energy resources and the vast market of the region. But in the 21st century and the rise of China as the second largest economy of the world, the importance of the Persian Gulf enhanced in China’s view to manage its energy needs and benefit from its lucrative market and possible bilateral capital investment. This article intends to examine the relationships between China and the United States of America during the Obama’s administration. By using the “Power Cycle Theory” it is concluded that the United States has accepted the Chinese position as the rising power in the Persian Gulf region; and that their relationships were based on collaboration and competition, not confrontation or hostility; which seems to continue in the foreseeable future as well.

روابط چین و ایالات متحده امریکا در خلیج فارس در دوره ریاست جمهوری باراک اباما
چکیده:
خلیج فارس یکی از مهمترین مناطق استراتژیک جهان است که نه تنها بخاطر منابع انرژی اش بلکه بخاطر موقعیت استراتیژیک ان از گذشته های دور مورد توجه خاص قدرت های بزرگ بوده است.
بعد از خروج بریتانیا از این منطقه در سال 1971 ایالات متحده امریکا خلاء قدرت در منطقه را بر کرده کوشش نمود وضعیت موجود را در دوران جنگ سرد حفظ نماید.
از دهه 1980 میلادی چین نیز بخاطر منابع انرژی و بازار گسترده منطقه خلیج فارس متوجه این منطقه شد. اما در قرن بیست و یکم و خیزش چین بعنوان دومین قدرت اقتصادی جهان به منظور تامین انرژی مورد نیاز این اقتصاد در حال رشد سریع و منافع تجاری سود او و همچنین امکان سرمایه گذاری های متقابل با کشور های منطقه اهمیت خلیج فارس برای چینی ها دو چندان شد.
این مقاله در صدد است روابط دو کشور چین بعنوان قدرت در حال ظهور و ایالات متحده امریکا بعنوان قدرت مستقر را در دوران ریاست جمهوری باراک اباما بررسی نماید. با استفاده از نظریه "گردش قدرت" نتیجه گیری شده است که ایالات متحده "موقعیت چین بعنوان یک قدرت در حال ظهوردر منطقه خلیج فارس را قبول نموده" و روابط دو کشور مبتنی برهمکاری و رقابت است و نه تقابل و دشمنی که بنظر میرسد در اینده قابل بیشبینی نیز ادامه یابد.
