فراتر از خردگرایی در سیاست خارجی: منطق عاطفی عربستان سعودی در منازعه یمن (2011-2024)

چکیده
در رشته روابط بین‌الملل، «چرخش احساسی» با برجسته کردن چگونگی شکل‌گیری احساسات - مانند ترس، خشم، غرور و تحقیر - نه تنها برداشت‌های سیاست‌گذاران، بلکه هویت جمعی دولت‌ها را نیز به چالش کشیده است. از این منظر، سیاست خارجی صرفاً محصول منافع مادی یا محدودیت‌های استراتژیک نیست؛ بلکه بیانگر چگونگی احساس دولت‌ها نسبت به خود و دیگران در یک بستر اجتماعی و تاریخی است. این مطالعه به بررسی مبانی احساسی سیاست خارجی عربستان سعودی در طول جنگ یمن (2011-2024) می‌پردازد و استدلال می‌کند که احساسات - و نه صرفاً عقلانیت مادی - رفتار استراتژیک ریاض را شکل داده است. این مقاله با تکیه بر منطق احساسات مارکویکا و تحلیل گفتمان گسترده از سخنرانی‌های رسمی، بیانیه‌های ائتلاف و رسانه‌های همسو با دولت، چهار محرک عاطفی غالب را شناسایی می‌کند: ترس، غرور، خشم و تحقیر. یافته‌ها نشان می‌دهد که ترس از محاصره ایران، عامل مداخله سال ۲۰۱۵ بود، غرور روایت‌های رهبری عربستان را تقویت کرد، خشم در دوره‌های بن‌بست نظامی به تشدید تنش دامن زد و تحقیر پس از سال ۲۰۱۹، تنظیم مجدد دیپلماتیک را تسهیل کرد. این مطالعه با نشان دادن چگونگی نهادینه شدن احساسات در گفتمان دولتی و عملکرد آنها به عنوان مکانیسم‌های علّی در تصمیم‌گیری سیاست خارجی، به سازه‌انگاری روانشناختی کمک می‌کند. این مقاله نتیجه می‌گیرد که استراتژی عربستان سعودی در یمن را نمی‌توان بدون شناخت منطق عاطفی آن، که نه تنها نتایج سیاست، بلکه هویت منطقه‌ای در حال تکامل این کشوررا نیز شکل داده است، درک کرد.
